[Genome] genome browser interface

Hi again Charu,

It is not likely that we will move the move start/end buttons higher on 
the screen, as they are generally not used as much as the other 
navigation buttons, and the space at the top of the screen is quite 
valuable.

However, we are thinking about making a change so that when you use the 
move start/end buttons, you will be taken back to the position you had 
scrolled to (rather than starting over at the top of the page).
