[Genome] Genes regulated by transcription factors

Hi,
I'm confused about the tables hg18.tfbsConsFactors and hg18.tfbsConsSites.
1. What does the column `species` mean?
If I found a factor in this table with `species` = 'mouse', does it
mean the factor only can be found in mouse?
2. I found a `name` or a `factor` corresponds to several chromosomal
locations in the table hg18.tfbsConsSites. And more, it seems that column
`id` represents SwissProt ID.
For example, in chr1 from `chromStart` = 121979 to `chromEnd` = 121986,
a `factor` AP-2rep and its corresponding `id`, Q9Y4X4, can be found.
Here, I can found further 12,086 records with the same factor and id in
hg18.tfbsConsSites.
That make me confused, because when I map this `id` into Ensembl, I
just can find only one gene ID.
Does that mean a factor can probably bind lots of locations (~ 12,086
of whole genome) that the table `tfbsConsSites` list?
If not?
How do I know which gene is affected when a factor binded onto a
specified location?
