[Genome] blat quirk in -blast output mode

Hi.

This is not exactly a serious problem, but in -blast output mode, blat (v. 34) reports matches on opposite strands as  "Minus / Plus", so that the coordinates of the query are descending and those of the subject are ascending. BLAST itself does the opposite (Plus / Minus).

In -blast8 mode, blat reports coordinates just as BLAST does in tabular format, with those of the query always in ascending order.
