I don't remember there ever being access to hgcentral
through the public MySQL server at genome-mysql.cse.ucsc.edu
hgcentral is used to store information about carts
for a web server, blat configuration, and a few
other configuration items that have to do with
a particular installation of a website.
genome-mysql is meant to let one access the
mysql data having to do with genomes.
