[Genome] question on the wigEncode program

Good Morning:

We do not supply pre-built binaries for the wiggle encoder.  You can obtain
the kent source tree via CVS:
http://genome.ucsc.edu/admin/cvs.html
or from the zip file: http://hgdownload.cse.ucsc.edu/admin/jksrc.zip
and build the wiggle utilities:
	http://genome.ucsc.edu/admin/jk-install.html
