[Genome] custom track size limits

Hello Ron,

There is only one programmed size limit for custom tracks: 300,000,000 
data points in a single wiggle track submission (which doesn't apply in 
your case).  Please see this previously answered mailing list question 
for a discussion of the practical limits you might encounter and how to 
work around them:
