[Genome] track submission request

Hello Adam,
If this is ENCODE-funded experimental data, we would need
the probe-level or smoothed data as well as the identified
positive regions. If not, we should discuss further off-line.
We are definitely interested in hosting additional
whole-genome Chip/chip data.
