[Genome] question

Hi, what does ESPERR Regulatory Potential mean? I'm looking at a
conserved sequence in an intronic region showing the teal blue
conservation.  Does this mean that that entire region has regulatory
potential? There are only a few sites though for potential transcription
factor binding sites based on TRANSFAC prediction in this region.

 

Any clarification would help a lot.
