[Genome] Display order of custom tracks

Hi,
When I submit custom tracks in different files to the genome browser, the
display order seems inconsistent. They are listed on the "Manage Custom
Tracks" page in the order I submit them (reversed), which is the order I
would like to see them displayed. Sometimes it shows them in this order, but
if the number of custom tracks is large (around 6), the order is not
maintained and is unpredictable.

It looks like if multiple tracks are combined into one file it's fine. But
this is not always possible due to the size of some tracks (even zipped)

Any help will be appreciated.
