[Genome] phastConsElements table

Hello NingLi,

	When we create the Most Conserved track, we aim for a certain coverage 
percentage.  For the 28-way Most Conserved track, we tweaked the parameters of 
the phastCons program until we got approximately 5% coverage genome-wide, and 
approximately 70% CDS coverage.  So, the size of the tables are dependent on the 
parameters used for the phastCons program.

	You can read more details about how we created the tables by pressing the small 
blue or gray button to the far left of the track in the track display, or by 
clicking on the "Most Conserved" track name in the track controls below the 
track display.
