[Genome] Singapore PETs

Hello Krassi,

The Genome Institute of Singapore ChIP-PET track has
been expanded to include additional data, and so has
been renamed more generically, to 'GIS ChIP-PET'.
You'll find the p53 data available as a subtrack of this
track.
