[Genome] phastCons17way database

Hi,

I am trying to get the conservation scores from phastCons17way track 
in the table browser. How can I store and run it locally?
I already downloaded the sql table definition from 
ftp://hgdownload.cse.ucsc.edu/goldenPath/hg18/database/phastCons17way.sql.
What is /gbdb/hg18/multiz17way/phastCons17way.wib? How can I get and 
use it for creating and querying the local database?
