The Conditions of Use section on our home page (http://genome.ucsc.edu)
outlines our usage policy. Program-driven use is limited to a maximum of 
one hit every 15 seconds and no more than 5,000 hits per day.

The block on your IP decays slowly over time, and it your IP address
appears to be clear now.
