[Genome] phastCons for mm8

Hi,

I want to download phasCons conservation scores for the mouse genome
mm8.   A look at the chr19 file shows the first few lines starting as
below:

fixedStep chrom=chr19 start=3000794 step=1
	
0	
0	
0	
0	
0	
0.001	
0.001	
0.001	

Could you tell me what the column description means?  The rows
correspond to genomic bp positions progressing by a single base from
start to end of chromosome 19?
I looked around the santa cruz site, including the table annotation
descriptions, but couldn't find the answer.  

I'd appreciate your help.
