Hello Chris,
Here is the response from one of our developers to your question:
http://www.ncbi.nlm.nih.gov/entrez/sutils/girevhist.cgi
shows that NM_138996.1 was permanently suppressed because currently
there is not sufficient data to support this transcript. We just got a
new refseq release, which is when we detect deleted entries.
