[Genome] tfbsConsSites and short sequences in general

I've found certain TFBS sequences are not displayed in the Genome
Browser window.  For example, 
V$AP1_Q6 (chr10:65040087-65040098) is in the tfbsConsSites table for
hg18, but is not displayed.  Is this because the sequence is only 11 nt
long?  It is very confusing when trying to find the sites surrounding a
gene and not being able to display them.
