[Genome] LiftOver tool from hg17 to hg18

Benjamin,
Yes, you can change the level of sequence identity but, as you have 
noticed, the default is reset after you have run the query. So if you 
change this parameter to 1, that value will be used in the query when 
you press the "Submit" button, and then it is reset to the default 
immediately afterwards.
