[Genome] encodeStanfordMeth data

Hello,
    I am currently trying to work with the encode Stanford Methylation 
data in the UCSC database. However, I am a little confused as to the 
data format.
    The data format is as follows:

bin 	chrom 	chromStart 	chromEnd 	dataValue
1713 	chr1 	147971133 	147971183 	0.2491
1713 	chr1 	147971171 	147971221 	0.2136
1713 	chr1 	147971209 	147971259 	0.1493
1713 	chr1 	147971247 	147971297 	0.1374
1713 	chr1 	147971285 	147971335 	0.157
1713 	chr1 	147971323 	147971373 	0.1686
1713 	chr1 	147971361 	147971411 	0.195
1713 	chr1 	147971399 	147971449 	0.2184
1713 	chr1 	147971437 	147971487 	0.3912
1713 	chr1 	147971475 	147971525 	0.3883


    I notice that the chromStart and chromValues overlap. Using the 
above table, what value would I use at, say, position 147,971,175?
