[Genome] dead link for BLAT download (executables)

hi Ryan,

I just noticed that a few minutes ago myself and was in the process of 
investigating. It looks like Jim Kent has moved his blat downloads to a 
different server. You should be able to find what you want at 
http://genome-test.cse.ucsc.edu/~kent/exe/.
