[Genome] panTro2 quality files

Dear Erika,

I have this answer from the engineer that put together the panTro2 Genome 
Browser:

All scores on chr21 were set at 98, to indicate finished sequence.
The actual quality scores were not available at the
time the track was constructed (Riken had only submitted
a partial set to Genbank at the time this track was constructed).

The track description is now being updated to make this more clear.
