[Genome] Encode Recombination Rates

Hello Alexandra,
All of the ENCODE data are available for download, subject to the restrictions
listed in the README.txt files in the download directories.
Point your browser to the download sever for ENCODE:
http://hgdownload.cse.ucsc.edu/goldenPath/encode/index.html Then choose
"Annotation Database" under May 2004 (hg17). The database table that you are
interested in is this one: encodeRecombRate.txt.gz
