[Genome] conserved TFBS sites for hg18

Hello Michal,

	I have contacted the developer of this track.  He has finished creating the 
annotations, and is preparing the track for release.  It will take our quality 
control team some amount of time to ensure that the track meets our quality 
standards.  Look for it on the hg18 browser in mid-October.
