[Genome] Probe design

I'm a graduate student at University of California (Riverside) and I'm pursuing a Ph.D in Environmental Toxicology. I will be studying the La Brea Tar Pits and will be designing 25-mer probes to be used in a microarray to seek out biodegradation enzymes. This task has become frustrated as I'm designing the probes by eyesight by simply finding conserved alignments through various software programs. I was wondering if anyone is aware of a Windows (PC)-based software program that I can download or receive (for free) that will design the probes for me? I'm aware of online sources, but I really want a program I can have on my PC all the time. It'll be best if the program is user-friendly and accepts FASTA format. Thank you very much for any assistance you guys can provide.
